The elite Russell Group of universities has managed to keep its evidence to the Browne Review of tuition fees in England under wraps. This is despite the efforts of Oxford University students to obtain disclosure under the Freedom of Information Act, which has failed. As the Browne Review is due to be published in a few weeks time, students interpret this as an attempt to suppress the evidence which is denied by the Russell Group.
