University fees to rise to £20k plus?

In a report called the Broken University, the Adam Smith Institute calls for a completely free market in UK university fees. This, notes the Telegraph, could produce a market where some elite institutions charge more than £20,000 pa. For good measure the think-tank also calls for student loans to be targeted at those in most need of support and loans to the wealthier students limited to a fixed percentage of their tuition fees.
